August 12, 2010. With the need to institutionalize feedback mechanism, Department of the Interior and Local Government (DILG) Secretary Jesse Robredo on Thursday directed the posting of every draft memorandum circular in the DILG website for a period of one week before its issuance.
In his directive, Robredo urged provincial governors, city and municipal mayors, the ARMM governor and the DILG regional directors to send in their views, insights and comments through dilgmail@dilg.gov.ph.
Robredo said he was encouraging local government and DILG officials to visit regularly the DILG website and send in appreciation or reservation on a directive.
“In the event that we will not hear from you within the period of posting, we will take it to mean that you are in accord with the Memorandum Circular(s) as drafted,†said Robredo, referring to concerned officials.
Now posted in the DILG website are the following draft directives: Provincial, City and Municipal Local Peace and Order Councils (POCs) and Barangay Peace and Order Committees, which contain the functions and responsibilities of local chief executives and other concerned officials in the POCs; Documentary Requirements for a Business Permit, which reminds local authorities of the need to rationalize and streamline the requirements in securing business permit; and Foreign Travels of Local Government Officials and Employees, which includes the requisites, regulations and entitlements on foreign travels of local execs.
Also published in the Department’s website are the Memo Circulars on Full Disclosure of Local Budget and Finances, and Bids and Public Offerings that call for the posting of pertinent LGU financial information in the website; and the Calamity Response Protocols and Associated Actions, which contains protocols that will guide LCEs during disasters. ###
